It was a story back in 1981 when I was a child me and my mom. moved to a building with no super, only two owner that were brothers their only concern was collecting the first month and deposit when you rented the apartment, then they never showed up for upto one more year. so you was on your own with no heat,or hot water the windows broken the floors too even in the hallways the stairs to go up some steps were missing it was a dessaster,from that how it became a nice high in coop you will find out what happened next .
